On 2 July, following the All TSOs approval in the 1 July meeting, All TSOs launched a public consultation on the Proposal for Amendment of the mFRR and aFRR Implementation Frameworks, including Annex with T&Cs Common Harmonisation Proposal.  A stakeholder webinar will take place on Wednesday, 16 July at 10:00 – 11:00. Background

The EB Regulation provides that the Terms and Conditions (T&Cs) for balancing service providers remain the responsibility of each TSO.  Article 16 of the MARI Platform Implementation Framework (mFRRIF) and Article 20 of the PICASSO Platform Implementation Framework (aFRRIF) set out a process for the identification, consultation, adoption, and implementation of the necessary harmonisation measures.

Pursuant to this process, the first implementation framework survey was conducted in 2023, followed by a second survey in 2024. Based on the outcomes of these surveys, all TSOs jointly identified a shortlist of six [6] prioritised harmonisation needs and submitted them to stakeholder consultation between December 2024 and January 2025. Taking into account the feedback received during the public consultation, all TSOs have jointly developed the Common Harmonisation Proposal, as well as amendments to the aFRRIF and mFRRIF to improve the harmonisation process itself.
