ENTSO-E, together with DSO Entity, released a Joint Statement on Public Procurement, calling for a more flexible, market-responsive and innovation-friendly framework for Europe’s grid operators.
The key messages shared by both associations include:
🔹 Facilitating access to grid technologies through simplified procedures and voluntary non-price criteria, while avoiding unintended consequences stemming from mandatory requirements. This approach should also take into account the specific characteristics and maturity level of grid technologies in order to incentivise sustainable solutions.
🔹 A fit-for-purpose procurement framework with greater flexibility to respond to market dynamics, including negotiated procedures, adaptable tender processes, and more flexible long-term contracts.
🔹 Boost competition and cost-effectiveness in procurement through the introduction of increased threshold values, innovation-friendly procurement while fostering increased production capacity.
Without targeted reform, Europe risks falling short of its decarbonisation and security goals.
