ENTSO-E is responsible for preparing the European electricity infrastructure development plan, known as the Ten-Year Network Development Plan (TYNDP). The TYNDP provides a Europe-wide vision of the future power system, assessing how electricity transmission links and storage solutions can support the energy transition in a secure and cost-effective manner. In this context, ENTSO-E decides on the inclusion of projects in the TYNDP, but it does not act as a permitting authority. The Great Sea Interconnector is the only interconnector project connecting the Republic of Cyprus in the TYNDP. This project complies with EU legal requirements, notably Regulation (EU) 2022/869 on guidelines for trans-European energy infrastructure.
ENTSO-E will not consider any project for inclusion in the TYNDP that would be proposed or developed without the consent of the Cyprus TSO, which is the sole transmission system operator certified for the entire territory of the Republic of Cyprus under EU law.
