On 2 September, the Expert Panel held its sixth meeting to advance the ongoing investigation into the 28 April 2025 blackout in Spain and Portugal. Based on all data delivered by TSOs, DSOs and generation companies, the Panel is now able to finalise its comprehensive factual report presenting the facts and data about this unprecedented blackout. The factual report will establish, as precisely as possible, the system conditions that prevailed on 28 April 2025 as well as a detailed sequence of events.
The Expert Panel agreed its timeline for the next steps in its investigation and plans to publish the factual report on 3 October.
Additional facts recently established by the Expert Panel, including on load fluctuations, generation mix distribution and inertia level before the blackout, have been added to the ENTSO-E dedicated webpage. This online resource serves as an information portal for stakeholders and the public throughout the investigation.
