Today, ENTSO-E publishes the ENTSO-E Market Report 2026, the ENTSO-E Electricity Balancing (EB) Report 2026, and the Capacity Calculation and Allocation (CACM) and EB Cost Reports 2026.
Together, these reports show how European Transmission System Operators (TSOs) and stakeholders are progressing in European electricity market integration. In particular, they highlight progress in integrating wholesale and balancing markets through the implementation of the Capacity Allocation and Congestion Management (CACM) Regulation, the Forward Capacity Allocation (FCA) Regulation and the Electricity Balancing (EB) Regulation. Better integration supports greater efficiency, enhanced cross-border trading opportunities, and a more resilient and interconnected power system.
The ENTSO-E Market Report 2026 reviews major developments in the European day-ahead, intraday and forward markets between June 2025 and May 2026, while presenting key performance indicators for the same period. The report highlights substantial progress in market coupling and forward capacity allocation, alongside initiatives aimed at improving the efficient use of cross-border transmission capacity.
The ENTSO-E EB Report 2026 covers major milestones achieved between June 2025 and May 2026 under the EB Regulation and provides performance indicators for 2025. The report highlights significant structural developments across Europe’s power system, including the rapid accession of new TSOs to the Manually Activated Reserves Initiative (MARI) and the Platform for the International Coordination of Automated Frequency Restoration and Stable System Operation (PICASSO) — the European platforms for the exchange of balancing energy from frequency restoration reserves with manual and automatic activation, respectively. It also marks the successful live launch of the ALPACA balancing capacity cooperation and the submission of key amendments to the Implementation Frameworks aimed at harmonising prequalification requirements.
The Market Coupling Steering Committee, composed by all Nominated Electricity Market Operators (NEMOs) and all TSOs prepared the CACM Cost Report 2026. It includes the costs related to establishing, updating, further developing and operating the price coupling algorithm and Single Day-Ahead Coupling, as well as the continuous trading matching algorithm and Single Intraday Coupling.
The EB Cost Report 2026, prepared by All TSOs, includes the costs associated with establishing, amending and operating the European balancing energy platforms for the exchange of balancing energy from frequency restoration reserves and replacement reserves, as well as for the imbalance netting process.
